An investigation revealed that Kelsey Moore, 23, of New Roads, was traveling northbound on LA 420.
At the same time, Robert Smith, 71, of St. Francsiville, was traveling westbound on LA 10.
According to Trooper Bryan Lee, as both vehicles were approaching the intersection, Moore failed to stop for the red traffic signal and collided with Smith’s vehicle in the intersection.

Williams was pronounced dead at the scene.
Moore also had five unrestrained juveniles, ages ranging from 1 to 6 years old, in the back seat of her vehicle that sustained minor to moderate injuries.
Moore herself was also unrestrained and suffered moderate injuries.
Smith and his passengers were wearing seat belts and sustained minor injuries.
Upon release from the hospital, Moore will be charged with Negligent Homicide, Reckless Operation, Failure to Stop for a Red Signal, Negligent Injuring, No Driver’s License, and multiple counts of Child Restraint and Seat Belt violations.
